China mulls high-quality development of cross-border delivery services

China has issued guidelines to ensure the high-quality development of cross-border e-commerce posting and delivery services, a State Post Bureau (SPB) official said Thursday.

The guidelines were jointly issued by the SPB, Ministry of Commerce and General Administration of Customs, SPB official Tu Gang told a press conference.

While stressing the significance of cross border delivery services, Tu said weaknesses remained in aspects such as user experience, security control and international rules.

China will launch a whole-process supervision approach on cross-border delivery services and implement security management regulations including real-name receiving and posting, human and machine examination of parcels.

China supports foreign investors to set up new businesses in the industry within its territory through legitimate applications.

The country will push forward credit information sharing as well as jointly reward and punishment system building among government departments for high-quality development of cross-border posting and delivery services, Tu said.

In 2018, Chinese express delivery firms handled a record 50.71 billion parcels, up 26.6 percent from the previous year. Business revenue expanded by 21.8 percent to reach 603.84 billion yuan (about 90 billion U.S. dollars).
