The year 2010 is crucial for China to develop 3G. This year, China Mobile will go on striving for improving the coverage level and service capability of TD-SCDMA, promoting the construction and operation of TD-SCDMA in scale, realizing the coverage of TD-SCDMA network in the hot data business areas in prefecture-level cities, county-level cities and developed counties in East China, and perfecting indoor coverage.

The construction and operation of 3G international standard TD-SCDMA, of which China has independent intellectual property right, marks the development level and strength of China's communication industry, represents the internationally leading position of China's communication enterprises. This year, China Mobile will further expand its marketing ideas and the scale of TD-SCDMA's clients. Various novel terminals will be used to make TD-SCDMA systems enter more families and offices. Meanwhile, featured business reserve will be strengthened, the speed advantage of TD-SCDMA compared with 2G will be exerted, the featured businesses that are suitable for TD-SCDMA will be launched, and users' experience differentiation on data business will be improved. China Mobile will also vigorously promote the informatization application of TD-SCDMA in key fields and pillar industries.

"China Mobile is paying more attention to terminals than ever. The key point in developing TD-SCDMA is terminal. The quality and cost of mobile terminals is even more important than network to a certain extent." Wang Jianzhou, President of China Mobile Communications Corporation has ever stressed this view in many occasions. In order to tackle the terminal problem, China Mobile has invested RMB650 million yuan as special encouragement fund on developing TD-SCDMA terminals with manufacturers. In 2009, there have been 11 types of TD-SCDMA terminals coming into the market, and the number of TD terminals has reached 266 types so far. The effect of such a measure will appear further this year. China Mobile has also established TD-SCDMA terminal test center, which promotes equipment manufacturers to improve systems, making the equipment performance improved significantly. This year, China Mobile will boost the development of special encouragement project of TD-SCDMA terminal, give play to the role of terminal test center, guide manufacturers to enhance the development and production of intelligent mobile phones, mobile phones with lower price, wireless regular phones and G3 readers and launch those TD terminals with multiple breeds, reliable quality and performance and reasonable price, so as to meet the demand of market expansion and promote the industrial chain towards mature. In 2010, the bottleneck of TD-SCDMA terminals is expected to be breached further, more TD-SCDMA terminals will enter the market, and 3G application will enter the stage of scale development.

Recently, Wang Jianzhou has expressed that this year, China Mobile will go on making great efforts to boost the construction and operation of TD-SCDMA, try their best to increase the mature degree of and market recognition for the industry, and improve the coverage level and subscribers' usage rate. "It is the need to put the state strategic deployment into place, as well as the need for China Mobile to establish innovative enterprise." China Mobile will persistently implement network maintenance, optimization and innovation so as to make the quality of TD-SCDMA reach the level of 2G completely; meanwhile, TD-SCDMA technical evolution will be boosted, and industrial competence will be reinforced.

As understood, the construction and operation of TD-SCDMA has obtained remarkable phase achievement. After only more than one year, a locally experimental network has developed into a 3G commercial network that covers 70 percent of prefectures and cities in China.

In 2009, China Mobile made an innovation to implement construction optimization and completed the Phase II and Phase III project constructions of TD-SCDMA, expanded the network coverage to 238 cities, and generally realized the 2G outdoor coverage in all of the hot data business area. Under the all-out boost of China Mobile, the development of 3G business has been expedited obviously. The TD-SCDMA wireless city pilots are promoted successfully and have been applied in governments and the informatization fields of industries.

China Mobile Communication Corporation has also inked strategic cooperation agreements with various governments of province, autonomous region or municipality directly under the Central Government, and the core contents of the agreement is to support the development of TD-SCDMA.

At the same time, supported by related departments, China Mobile cooperated with research, development and manufacture enterprises, expediting the development of TD-LTE, the evolution technology of TD-SCDMA. China's leading TD-LTE technology has been recognized and responded by international standardization organizations, equipment manufacturers and operators, and determined as the optional 4G technical proposal by International Telecommunication Union.
