China pushes for green-car development

With the rapid development of China's auto industry, the industrialization of new energy autos becomes the focus. In National People's Congress (NPC) and National Committee of the Chinese People's Political Consultative Conference (CPPCC) of this year, Miao Wei, Vice Minister of Ministry of Industry and Information Technology (MIIT), expressed that the central financing sector planned to give subsidy to those buying pure electric cars, meanwhile, some local governments would also give subsidy.

The Plan on Adjusting and Revitalizing Auto Industry has definitely stated that China will have a productivity of manufacturing 500,000 sets of such new energy autos as pure electric, plug-in hybrid and general hybrid by 2011, and the sales volume of new energy autos will occupy about 5 percent of the total sales volume of passenger vehicles.

Miao Wei said following the support on promoting energy-saving and new energy autos in the public service sector of pilot cities, the central government will support individuals to buy energy-saving and new energy autos. He expressed that MIIT is cooperating with relevant ministries and departments, planning to expand the number of pilots on new energy auto promotion. As far as the region is concerned, several cities will be added as pilot cities, which will make the number of actual pilot cities increase from 13 to 20; as far as the subsidy range is concerned, financial subsidy is paid to those energy-saving and new energy autos sold to individuals with purpose of guiding the whole society to pay more attention to auto environmental protection.

Li Guoxin, President of Byvin Corporation, an electric car manufacturer in China, believed that currently, such an energy-saving and environmental-friendly auto consumption concept has been gradually accepted by consumers, and consumers have also known about new energy autos, but the high cost on purchasing new energy autos makes consumers cautious and prudent in selecting them. In the future, besides further deepening consumers understanding and recognition on new energy autos, the government's subsidy on the purchase of new energy autos by individuals will drive the industrialization development of new energy autos greatly.

As understood, as the cost on manufacturing new energy autos in early stage is high, in order to promote the development of new energy auto market, some local governments have begun to design the measures on giving subsidies to the purchase of new energy autos by individuals. Chongqing city plans to launch 1,150 energy-saving and new energy autos for demonstration by the end of 2011. As ruled, the first 100 citizens in Chongqing city, who have purchased the eligible new energy autos, can obtain a subsidy of RMB42,900 yuan per unit. Shenzhen city plans to invest RMB2 billion yuan on supporting the application of new-energy autos, and give subsidies to the purchase of new energy autos by individuals.

Last year, the central government made promise that by 2020, the carbon dioxide emissions per unit of gross domestic products will reduce by 40 to 45 percent than that of 2005. At present, a series of promotion policies set forth by the government have mobilized many new energy automakers.

Due to its core technology of "LiFePO4 battery", BYD put its development emphasis on pure electric autos; Chery has established sound technical systems on hybrid power and electric autos; Shanghai Auto has put in 80-odd engineers on researching hybrid power technologies, which cover such three technical fields as hybrid power, alternative fuel and fuel battery. Byvin has donated 50 Byvin electric cars to consumers for advocating environmental-friendly travel. Additionally, Byvin also plans to present 300 electric cars to those consumers who are really pioneers in environmental protection in 2010. As understood, Byvin launched its self-independent electric autos in 2009 with the endurance mileage of around 500 kilometers, the speed per hour about 50 kilometers, and the electricity consumption cost per kilometer less than eight fens.

"Actually, besides the auto purchase cost, consumers also concern the issue on charging stations." said Li Guoxin. As understood, in the end of last December, the largest electric auto charging station invested and constructed by China Southern Power Grid Co., Ltd was put into use in Shenzhen city, where there are two electric auto charging stations and 134 charging piles being firstly applied. In the early of this year, State Grid also made a strategic plan of establishing electric auto charging stations in domestic 27 cities. Industrial experts believes that with the establishment and application of charging stations, as well as the increasingly mature of new energy auto types, the industrialization of new energy autos will be promoted further.
