Shanghai targeting global high-end manufacturing hub

Shanghai is vigorously promoting the program of "Doubling Emerging Strategic Industries and Productive Service Industries and Boosting Advanced Manufacturing Industries", going all out to become a global high-end intelligent manufacturing center. At the end of the 12th Five-year Plan, the added value of emerging strategic industries and the operational revenue of productive service industries (manufacturing area) in Shanghai will double that of 2010, the transformation and upgrade of manufacturing industries will accelerate at an apparent rate, and industrial international competitiveness will improve significantly. 

 

  


During the 12th Five-year Plan, Shanghai's industries will follow the cardinal requirements of "innovation-driven and transformation development". On the basis of maintaining steady growth, Shanghai will spare not efforts to continuously improve economic benefits, optimize industrial structure, investment structure, distribution structure, and energy structure, significantly enhance its independent innovation capacity, increase the environmental friendliness of industrial development, and further improve the international competitiveness of its industry, endeavoring to become a pilot city to lead the transformation of industrial development pattern, an innovative guiding city of emerging strategic industries, and a cluster city of high-end productive service industries, laying the foundation for becoming one of the world's intelligent manufacturing centers.


According to person from Shanghai Municipal Commission of Economy and Informatization, Shanghai will focus its efforts on developing such industries as new energies, new-generation information technology, bio pharmaceutical, advanced & major equipments, civil aerospace, high-end shipping and maritime engineering equipments, new materials, new-energy cars, and energy-saving and environmental protection, and organize to undertake a number of major specialized programs in the fields of large-scale integrated circuit, civil aviation, internet of things, new-generation internet, intelligent grid, and satellite navigation, among others. At the end of the 12th Five-year Plan, the added value of emerging strategic industries is expected to double that of 2010, and a series of landmark accomplishment will be achieved, including: integrated circuit and telecommunication equipments technology approaching international advanced level, new-energy cars leading in the country and approaching international advanced level, seriation and oceanic depth of maritime engineering equipment leading in the country, new energy equipments, including nuclear power and solar energy, maintaining in the lead of the country, and the first flights of large airliners. 


Aiming for the double growth of productive service industries, Shanghai will make vigorous efforts to develop productive service industries that support industrial upgrade and are closely related to industries, laying stress on the development of supply chain service, financial service, and energy-saving and environmental protection service, among others.


Aiming for boosting advanced manufacturing industries, Shanghai will implement "dual improvements" program in such industries as automobile, complete-set equipments, electronic information, steel, petrochemical, light industries, and textile, laying stress on the five major acceleration approaches, namely, technology reform, integration of informatization and industrialization, energy conservation and emission reduction, service orientation of manufacturing, and distribution optimization, and making focus efforts to improve core technologies control ability, market and sales expansion ability, industrial chain construction ability, industry integrated development ability, and information technology application ability, so as to markedly accelerate the pace of the transformation and reform of Shanghai's manufacturing industries and significantly improve industrial international competitiveness.


According to person from Shanghai Municipal Commission of Economy and Informatization, in terms of setting of specific goals and index during the 12th Five-year Plan, Shanghai attaches less importance to total volume targets, such as gross industrial output value, that have been used in previous Five-year Plans, and more importance to goals of economic benefits, structural optimization, innovative ability, and resources and environment. At the end of the 12th Five-year Plan, industrial added value rate will be 2.5 percentage points higher than that in 2010, industrial enterprises' R&D investment will account for around 1.5 percent of their main operational revenue, technological reform investment will account for 55 percent of all industrial fixed assets investment, overall energy use efficiency in industry will be 5 percentage points higher than that in 2010, and water use per industrial added value unit will be reduced by more than 30 percent compared to that in 2010.
