In 2015, revenue of Nanjing's software and information service industry will reach RMB 400 billion Yuan, quadrupled in five years' time, and a software industry geographical layout of "one valley and two parks" will have basically been established.

During the International Soft China 2012, "Renowned Chinese Software Cities" demonstrated their prowess, exhibiting their achievements in the software and information technology service industry in all-dimensional and diversified approaches, making them protagonists of the fair once again.

Among these cities, Nanjing, the first city to be named "Renowned Chinese Software City" by the Ministry of Industry and Information Technology, has a software service industry that has been developing rapidly in recent years. Last year, the revenue of Nanjing's software industry reached RMB 152 billion Yuan, increasing by 50 percent over the previous year; despite the negative influence of the dim prospects of the global economy, Nanjing's software industry maintained a growth rate of more than 40 percent from January to May this year. Meanwhile, the structure of the software industry has been further optimized, the competitiveness of software products has been improving, and the city owns 71 outstanding Chinese software products.

Of this RMB 152 billion Yuan output, one third is produced by China (Nanjing) Software Valley in the Yuhuatai District. According to Li Kanzhen, deputy mayor of Nanjing and Secretary of the Working Committee of China (Nanjing) Software Valley, Nanjing designated 70 sq.km of land around Nanjing's Yuhua Software Park to establish the China (Nanjing) Software Valley. The software valley was off to a great start in the year it was inaugurated, with revenue of the software and information service industry reaching RMB 52 billion Yuan, an increase of 68.9 percent, 277 software enterprises, and 60,000 software talents. Early this year, China (Nanjing) Software Valley was named "National New Industrialization (Software and Information Service) Demonstration Base" by MIIT, making it the only national demonstration park of the software and information service industry in Jiangsu Province.

"Nanjing tailors a ‘special region' policy specifically for the software valley, giving it the city's most preferential policy in such aspects as project initialization, planning approving, land, and tax", said Li Kanzhen. A series of policy measures have been promulgated in the software valley in such aspects as the settlement of software enterprises and talents, incubation of medium- and small-sized companies, support to innovation and entrepreneurship, enterprises financing and IPO. It is told that 500,000 square meters of mature enterprises incubator has been established in the software valley, and more than 2 million square meters of enterprise incubator is planned to be constructed in the next five years. Li Kanzhen disclosed that the software valley planned to allocate RMB 100 million of software development funds every year, used specifically to support the development of the industry.

According to Nanjing's 321 Program, it will make vigorous efforts to draw in 3,000 enterprising technology talents, cultivate 200 technology entrepreneurs, and gather 100 enterprising talents of the national "1,000-people Program", which includes software talents. "We are the first one in the city to fulfill the 321 Program", said Li Kanzhen. Mr. Li told the reporter that in order to accelerate the implementation of the 321 Program, the software valley has published its own HR policy. Currently, it has attracted 32 enterprising technology talents and 8 technology entrepreneurs. The software valley has also worked with scientific institutions and enterprises to establish the Jiangsu Software Talents Training Federation, helping enterprises in the valley to study, hire, and train talents.

In the meantime, the software valley has accelerated the construction of its public service platforms system. The eight major platforms, namely the enterprise incubating platform, investment and financing platform, HR service platform, public technology service platform, cooperation and communication platform, infrastructure and service facility platform, entrepreneurship and innovation platform, and administrative management service platform, all constructed following international standards, are being completed at a rapid pace.

According to Li Kanzhen, in its next step, the software valley will target the high end and front end of the information service industry, attach importance to accelerate the development of next-generation internet, the internet of things, and cloud computing, build up a digital publishing industry, and cultivate e-commerce. This year, the software valley plans to achieve revenue of RMB 75 billion Yuan from the software and information service industry, add 1 million square meters of new building for the software industry, and draw in 100 more software enterprises.

According to Nanjing's Opinions about Building China's Renowned Software City Following the Standard of the ‘One Valley and Two Parks' Software Industry Cluster promulgated last year, in 2015, revenue of Nanjing's software and information service industry will reach RMB 400 billion Yuan, quadrupled in five years' time, and a software industry geographical layout of "one valley and two parks" will have basically been established. According to planning, in this industrial layout of ‘one valley and two parks', China (Nanjing) Software Valley will achieve software and information service revenue of RMB 200 billion Yuan, build an area of 12 million square meters of building for the software and information service industry, and attract a software workforce of 400,000 people. "Yuhua will become the core area and landmark of Nanjing, the Renowned Chinese Software City", Li Kanzhen told the reporter.
