Xi urges CPC Constitution be studied, followed

The newly amended Communist Party of China (CPC) Constitution reflects the Party's major experimentation, theories and system achievements, according to a new article by Xi Jinping, general secretary of the CPC Central Committee.

Xi's article, dated Nov. 16, 2012 and published on Monday, said the Constitution shows the CPC's achievements made during its promotion of the "great cause of socialism with Chinese characteristics and the great new undertaking of Party building."

The amendment, adopted at last week's 18th CPC National Congress, enables the Constitution to "keep pace with the times," said Xi, also China's vice president.

The Constitution, a fundamental code of conduct for the whole Party, embodies the CPC's nature, purpose, theories, policies, guidelines and propositions. It also stipulates the Party's important system and mechanisms, basic requirements for Party officials and Party disciplines.

"Nothing can be accomplished without norms or standards," wrote Xi.

The CPC Constitution is the Party's "fundamental charter" and is a "general regulation" that must be followed by the whole Party, he added in the article.

Xi urged that efforts should be made to guide Party members and officials to consciously study, abide by, carry out and safeguard the CPC Constitution in all activities of CPC organizations at various levels, so as to strengthen the cultivation of Party spirit and boost members' awareness of the Party's missions and responsibilities.

In the newly amended CPC Constitution, the CPC incorporated the Scientific Outlook on Development into its guiding ideology, along with Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of Three Represents, he wrote.

The revision also elaborates on the socialist system, path and theories with Chinese characteristics. With these major amendments, the CPC Constitution is well improved and will act as a guiding principle in the Party's future cause, according to the general secretary.

Xi urged all CPC members to carefully study the Party Constitution and strictly follow it, saying it will be conducive to the morale of the whole Party.

Through studying the Party Constitution, CPC members should fully understand the significance of the Scientific Outlook on Development as one of the guiding ideologies and implement it in their everyday work, he said in the article.

They should be more confident of socialism with Chinese characteristics, he said.

Lessons on the CPC Constitution should be included in the curricula of Party schools and official training programs at various levels, according to Xi.

The CPC Constitution should also be used to establish and improve the intra-Party system, solve contradictions within the Party, and assess the performance of Party committees as well as its members and officials, added the general secretary.

He believes supervision should be strengthened over the implementation of the Constitution, stressing that warnings should be given to those who violate the Constitution so as to maintain its authority and seriousness.

He called on Party officials to take the lead to follow the new document, improve their own capability, constantly examine and remedy their shortcoming, stick to their ideal and belief, seek truth from facts, promote scientific development, maintain close contact with the masses, enhance moral integrity, and strictly observe Party disciplines.

Meanwhile, the system of democratic centralism, enshrined in the Constitution, should be strictly adhered to and used in the process of policy making and official selections, Xi added.
