ASEAN needs one voice, one destiny, one community

The 20th ASEAN Summit has paved the way for regional integrity while the ASEAN member nations still need understanding and cooperation in order to realize the ASEAN Community by 2015, Cambodian state spokesman told Xinhua on Wednesday.

Under the uncertainty in the outside world and the development gap within the region, "the most important thing for ASEAN is to build trust and confidence through dialogues. We want one voice, one destiny, one community," said Siphan Phay, Secretary of State Spokesman of the Council of Minister Office told Xinhua in an exclusive interview in Phnom Penh, where the heads of 10 ASEAN member states gathered for the two-day ASEAN Summit with the theme of "ASEAN: One Community, One Destiny".

Commenting on the accomplishment the member states have made in this summit, the spokesman of the ASEAN chair country said, "this summit what we call a principle and priority that Cambodia is seeking for, it means to strengthen this association to become a rule-based organization as we set for 2015."

In response to a question about the main issues and challenges ASEAN is facing to realize the integration, Mr. Siphan said, "we understand that we are ten countries with ten languages, ten currencies, even different religions, such as Muslim and Buddha, but we have a common culture and aim of pursuing regional economic growth and building one ASEAN community. To the end, we want to understand our partners very well."

Speaking of the concerns on nuclear issue in the region, Mr. Siphan stressed that ASEAN countries does not need the competition on nuclear power, because the primary concern of the region is the economic growth and the quality of people's life.

"We right now commit ourselves to a nuclear-free ASEAN, except for the peaceful use in civil nuclear fields, by getting together and working hard," he said.

The spokesman also brought the relationship between China and ASEAN into the conversation, saying "ASEAN takes China as a partner for economic growth because of the physical convenience, the market involvement and the foreign policy of China."

As last year marked the 20th anniversary of the establishment of dialogue relations between China and the ASEAN, he emphasized "China plays very important role for peace and stability in this region."

Mr. Siphan added "when we stay close to the superpower like China, we feel confident and we see China as the hub of ASEAN in economics and trade, thus we want to secure China because we are China's backyard, very good neighbors and we support each other."
