Myanmar vows to fulfill two common desires of people

The Myanmar government, led by President U Thein Sein, has vowed to fulfill two common desires of the people, namely stability and rule of law, and socio-economic development of the country.

Addressing a ceremony of the swearing-in of some newly- appointed deputy ministers in Nay Pyi Taw Wednesday, U Thein Sein called for ensuring political stability to enforce the rule of law and stability, while striving to end six-decade-long conflicts with ethnic armed groups.

He stressed the need to stimulate the country's economy simultaneously to improve education, health and social standard of the people in order to shape their socio-economic development and eradicate poverty.

He urged the cabinet to work in tandem for making them a success. He also warned civil servants against breach of professional an morality, misconduct and corruption.

Since taking office in March 2011, Myanmar's elected government has issued laws that allow political party registration, formation of associations, freedom of expression and media freedom in accordance with the constitution, freeing many people behind bars to enable them to enjoy rights.

The government invited ethnic armed groups to peace talks to end the internal conflicts deeply rooted for six decades.

It divided peace negotiation into three levels -- that at region or state level, that at central government level and that at the parliament level.

The government has sought to engage with over a dozen ethnic armed groups and bring them to the peace negotiation roundtable.

Following the dialogue between the government and 13 armed groups at the state level, guns have fallen silent and nationwide ceasefire agreements are expected to be signed soon as claimed by the president.

Pointing out that ceasefire is not enough, the president said political dialogue is to be followed at the parliament to create condition for lasting peace.

In striving to fulfill the second goal of socio-economic development, the government replaced the centralized economy with market economy that allows competitions.

During the first 30 months of U Thein Sein's government, it also gradually replaced the fixed currency rate with managed float rate along with bringing down the interest rate and allowing free operation and carrying out monetary and banking reform.

For eliminating poverty in rural areas where 70 percent of the population reside, the government worked out eight-point rural development and poverty alleviation scheme which is being implemented.

To boost the effectiveness of the scheme, the Ministry of Livestock and Fisheries has been tasked with rural development. The ministry has also been changed into the Ministry of Livestock, Fisheries and Rural Development.

Over the past 30-month period, the government has sought foreign investment while enacting a new Foreign Investment Law meeting the international norms.

It also sought lifting of economic sanctions during the period.

The government called for urgent action for improving public access to safe drinking water, electricity, smooth transportation and creation of jobs as priority for development of socio-economic life of the people within the remaining 30 months of its reign.

U Thein Sein's government took office on March 30, 2011 after a general election in November 2010 and the term of office is to last for five years until March 2016.
