Russia to replace all imported military components

Components for Russian weapons and military equipment imported from Ukraine will be replaced with domestically manufactured products in 2.5 to 3 years, Russian Deputy Prime Minister Dmitry Rogozin said Wednesday.

"We are moving steadily to substitute everything, at least military products," he said.

Rogozin said the government is drafting a plan for replacing dual-purpose equipment and technologies from the West. "We are now working on issues relating to the substitution of import from NATO countries."

He added that a new round of sanctions "was not a surprise for the Russian authorities," and that both the Ministry of Industry and Trade and Russia's atomic energy corporation Rosatom are working to countervail the sanctions.

Moreover, Sergei Chemezov, head of the state-controlled conglomerate Rostec, said that import substitution will spur industrial growth in Russia, according to the Itar-Tass news agency.

"We must be prepared for external demand restrictions by the West. Therefore, we must link industrial growth prospects to internal expenditures and domestic market development in the first place," Chemezov said. "The key is to implement import- substituting programs."

Trade and Industry Minister Denis Manturov said in June that import substitution will allow Russian enterprises to earn additional production volume of more than 30 billion roubles (88 million U.S. dollars) a year starting from 2015.

"There is a long list of thousands of components, which have been imported from abroad, including Ukraine, that will now be made in Russia," the minister said. "Some components can be replaced within six months and some within three years."

Putin said in April that Russia is capable of replacing defense- related imports from Ukraine within two years and a half.
