The governor of U.S. state of Texas has ordered the State Operations Center (SOC) to elevate its readiness level as heavy rain and storms continue to impact the Texas coast, according to a news release by the governor's office on Tuesday.

The SOC increased its readiness level from level IV (normal conditions) to level III (increased readiness) Tuesday morning.

Greg Abbott, the governor, said in the news release that the number one priority is the safety and wellbeing of Texans, adding "I encourage everyone in the affected areas to stay safe and heed all warnings from local officials."

The governor said that Texas is no stranger to this type of severe weather.

Hurricane Harvey blew ashore on Aug. 25, 2017 as the most powerful hurricane to hit Texas in more than 50 years, displacing tens of thousands of people and damaging some 200,000 houses in the path of destruction that stretched for more than 480 km. The Houston area was hit by severe flooding after receiving heavy rain in just several days.

It took the lives of at least 88 in Texas directly or indirectly, and the majority of deaths, or 62, were caused by wind, rain and floods, which led to drownings or trees falling on people.
