China's top economic planner says its anti trust investigation into Qualcomm has finished, and will enter the stage of punishment.

The National Development and Reform Commission started the anti monopoly probe into the world’s biggest cellphone chip maker in November, 2013.

The move comes after it received complaints that Qualcomm abuses its dominant position in chip making by over charging patent fees.

During the investigation, the NDRC and Qualcomm exchanged ideas several times, and Qualcomm has offered adjustments, including not charging patent fees based on the whole cellphone.
