Tokyo stocks were essentially flat Wednesday morning as the market mood was cautious ahead of the conclusion of the U.S. Federal Reserve's two-day policy-setting meeting later in the day.

The 225-issue Nikkei Stock Average edged up 16.78 points, or 0.08 percent, from Tuesday to 21,583.63.

The broader Topix index of all First Section issues on the Tokyo Stock Exchange, meanwhile, added 3.17 points, or 0.20 percent, at 1,613.40.

Pulp and paper, nonferrous metal, and wholesale trade issues comprised notable gainers, while securities house, miscellaneous product and retail issues led those that declined the most by the morning break.
