Energy conservation and emission reduction projects for green transition 
 
The launch of energy conservation and emission reduction projects is an efficient means to boost green transition of social and economic development. It is necessary to focus on bringing down carbon emissions in key areas, so as to gradually solve severe problems relating to resources and environment. We need to strengthen the driving force of the energy-conserving and environment-friendly industries, and attract more investment in green and low-carbon field, for new growth points in social and economic development. 
 
Policy
 
1. The Ministry of Commerce and five other government departments officially unveiled the guideline on high-quality implementation of the Regional Comprehensive Economic Partnership (RCEP). The guideline outlined measures in six areas -- high-quality development in trade and investment, manufacturing upgrade, standards cooperation, financial support, business environment and supporting services for enterprises. 
 
2. The National Development and Reform Commission and the Ministry of Commerce jointly issued an opinion on relaxing market access in Shenzhen, aiming to build it into a demonstration area of socialism with Chinese characteristics. The opinion detailed twenty-four special measures to ease market access in six sectors such as science and technology, finance, medical care and education, etc. 
 
3. The State Council recently issued a plan to advance the modernization of China’s market regulation over the 14th Five-Year Plan period. The plan clarified the basic principles and called for six key tasks including continuous optimization of business environment and management improvement of market order. 
 
Data
 
1. The profit of China’s industrial enterprises above designated scale totaled RMB 8,709.21 billion in 2021, an increase of 34.3% over the previous year and up 39.8% over 2019, with an average two-year growth of 18.2%. 
 
2. According to the National Bureau of Statistics, China's online retail sales in 2021 was RMB 13.1 trillion, a year-on-year increase of 14.1%. Among them, the online retail sales of physical goods was RMB 10.8 trillion, exceeding RMB 10 trillion for the first time, a year-on-year increase of 12.0%.
 
3. According to data from the General Administration of Customs, the bilateral trade volume between China and Russia in 2021 exceeded RMB 900 billion, reaching RMB 948.66 billion, a year-on-year increase of 26.6%, hitting a record high.
 
4. By the end of 2021, the number of registered private industrial and commercial firms in China had reached 103 million, accounting for two-thirds of the total market entities. Among them, 90% were related with the service industry, mainly in wholesale and retail, accommodation and catering, and residential services.
 
5. According to data from the China Gold Association, the actual consumption of gold in China in 2021 was 1,120.90 tons, a year-on-year increase of 36.53% and an increase of 11.78% from 2019.
 
6. In 2021, the cumulative trade volume of China's foreign exchange market was USD 36.87 trillion. Among them, in December, a total of USD 3.79 trillion was traded in the foreign exchange market.
 
7. According to the China National Light Industry Council, in 2021, the gross income of China's light industry achieved RMB 22.4 trillion, a year-on-year increase of 14.4%, with the profit of RMB 1.4 trillion, an increase of 7.4%.
 
8. Data from the Ministry of Commerce shows that in 2021, China's total import and export of services reached RMB 5,298.27 billion, a year-on-year increase of 16.1%.
 
9. According to data from the National Bureau of Statistics, in 2021, the gross income of China's cultural and related industry enterprises above designated size achieved RMB 11.9064 trillion, an increase of 16.0% over the previous year; an average increase of 8.9% in the two years.
 
10. The "2021 Statistical Bulletin of the Communications Industry" recently released by the Ministry of Industry and Information Technology shows that China's telecom business revenue in 2021 totaled RMB 1.47 trillion, an increase of 8.0% over the previous year.
