1. Building collaborative innovation ecology of enterprises
 
To promote collaborative innovation of enterprises in large, medium and small sizes is a major way to unleash innovative vitality of large enterprises and boost innovative potential of medium and small enterprises. Numerous activities to enhance collaborative innovation for large, medium and small enterprises were organized recently, and there have also been platforms of communication, cooperation and service for different enterprises, so as to better build collaborative innovation ecology. 
 
2. Strengthening the function of state-owned capital operating budget
 
Opinions to improve the regulation on state-owned capital operating budget were recently approved by the third meeting of the central committee for deepening overall reform. State-owned capital operating budget functions as a key part in the national budget system, and regulation improvement is conducive to better playing its functional role, as well as advancing layout optimization and structural adjustment of national economy. 
 
Policy
 
1. China will pilot market access for intelligent connected vehicles (ICVs) and let them run on the roads, said a circular released by Ministry of Industry and Information Technology, Ministry of Public Security, Ministry of Housing and Urban-Rural Development, and Ministry of Transport.
 
2. Interim Measures for Supervision Rating and Classified Supervision on trust companies were released by the National Financial Regulatory Administration. The principles and procedures related to the classified supervision on trust companies were clarified. The supervision ratings range from Level I to Level VI, the higher the level, the more risky the institution is facing, and more attention of supervision needs to be paid to such companies.
 
3. According to the Civil Aviation Administration, the revised Appendix 10 of Convention on International Civil Aviation came into effect recently. The standards and suggestions related to Beidou Navigation Satellite System (BNSS) are included in the revised appendix, indicating that BNSS has been included in the international aviation standard, thus become the navigation satellite system for global civil aviation.

1. China currently has more than 10,000 major pharmaceutical industrial enterprises. The industrial output of them currently accounts for about 4 percent of the country's total industrial output. China now ranks second in the world in terms of the number of new drugs under research and the country's ability to ensure medical supplies has improved, Ministry of Industry and Information Technology said on Nov. 17.
   
2. China has maintained its top position in the global shipbuilding market in the first 10 months of 2023, with strong growth in shipbuilding output, new orders and the volume of orders on hand, according to data from China Association of the National Shipbuilding Industry.
 
3. The first China-Laos-Thailand express freight train departed from Chengdu International Railway Port on Nov. 17, with cargo bound for customers in Thailand. The launch of the express freight train service cuts delivery time for goods from Chengdu to Thailand to less than five days.
 
4. The 25th China Hi-Tech Fair concluded on Nov. 19 in the southern Chinese metropolis of Shenzhen. According to statistics, the total transaction volume in the first four days stood at RMB 37.06 billion.
 
5. China's one-year loan prime rate (LPR), a market-based benchmark lending rate, came in at 3.45 percent on Nov. 20, unchanged from the previous month. The over-five-year LPR, on which many lenders base their mortgage rates, also remained unchanged from the previous reading of 4.2 percent, according to the National Interbank Funding Center.
 
6. China's gross ocean product in the first three quarters of 2023 grew by 5.8 percent year-on-year, reaching RMB 7.2 trillion, showcasing a steady recovery, data from China's Ministry of Natural Resources showed.
 
7. China's cumulative installed power generation capacity was approximately 2.81 billion kilowatts at the end of October, rising 12.6 percent year-on-year. Of the total, the installed capacity of solar power generation rose 47.0 percent year-on-year to 540 million kilowatts and that of wind power rose 15.6 percent year-on-year to 400 million kilowatts, said China's National Energy Administration.
 
8. China had built nearly 3.22 million 5G base stations by the end of October, accounting for 28.1 percent of all its mobile base stations, according to the Ministry of Industry and Information Technology. China's three telecom giants -- China Mobile, China Telecom and China Unicom -- collectively had a total of 754 million 5G mobile phone users by the end of October.
 
9. A total of 20,000 charging piles for new energy vehicles had been built in China's expressway service areas as of the end of October, the Ministry of Transport said. The locations of the charging piles can be easily checked on WeChat mini-program of e-Road Travel.
 
10. By the end of last year, China's road network reached 5.35 million km, an increase of 1.12 million km over the past decade. China's expressway network had extended to 177,000 kilometers by the end of last year, ranking top in the world, according to the Ministry of Transport.
