1. Supporting private enterprises' participation in major national scientific and technological projects 
 
China will support private enterprises to participate in major national scientific and technological projects, and facilitate their access to major scientific research infrastructure, according to the speaker from the National Development and Reform Commission in a meeting to promote the high-quality development of China's private sector in Chengdu recently. Major national projects involve cutting-edge technologies and require the joint efforts of an entire industry chain, while private enterprises play a major role in technological innovation, and their participation can promote technological progress, industrial upgrading, and China's private sector.
 
2. A package of special bonds to expand investment and improve people's livelihood
 
China will issue special bonds at the end of this year as well as next year to boost investment and improve people's livelihood. The roll-out of incremental policies along with previous policy measures will strengthen positive trend of recovery, releasing policy effects and dividends.
 
Policy
 
1. China will push ahead with its urban village renovation program. In a major policy shift, China is expanding its support for urban village redevelopment to nearly 300 cities from the previous 35 major ones, according to a notice issued by the Ministry of Housing and Urban-Rural Development and the Ministry of Finance.
 
2. An investment of RMB 9.05 billion has been issued by the National Development and Reform Commission and the Ministry of Finance for the work-relief programs in 2025. The funds will be used to support more than 2,000 work-relief projects in provincial-level regions, helping more people in rural areas work at home, according to the spokesperson from the commission.
 
3. Beijing will eliminate the distinction between ordinary and non-ordinary housing in an effort to reduce the tax burden during transactions of larger houses. Non-ordinary properties that have been owned for two years or more will be exempted from a 5-percent value-added tax during transactions, which means they will enjoy the same tax exemption as ordinary homes, according to a notice issued on November 18 by the city government. The removal of the distinction will take effect on Dec 1.

1. The first phase of the Eastern Route of the South-to-North Water Diversion Project has pumped 45 billion cubic meters of water from the Yangtze River since it was officially opened in November 2013, significantly improving people's livelihood along the route and bringing more economic and ecological benefits, according to the China South-to-North Water Diversion Eastern Route Co., LTD.
 
2. Data released by the Ministry of Commerce shows that from January to October, 46,893 foreign-invested enterprises were newly established nationwide, an increase of 11.8 percent year-on-year.
 
3. On November 15, the Beijing Stock Exchange celebrated the third anniversary of its opening. At present, there are 257 listed companies on the Beijing Stock Exchange, of which more than eighty percent are small and medium-sized enterprises and nearly ninety percent are private enterprises.
 
4. Data shows that the overall technical level of China's railway has entered the world's advanced ranks, and in the field of high-speed rail, all 13 system-level international standards of the International Union of Railways have been formulated by China Railway.
 
5. According to the China Federation of Logistics and Purchasing, China is still the world's largest market in logistics. The grouping of logistics enterprises has begun to take shape, with more than 10,000 A-level logistics enterprises, more than 2,700 logistics parks above designated size. The operation system of "channel + hub + network" has initially taken shape.
 
6. Data shows that up to now, China has accumulated more than 140,000 specialized and new small and medium-sized enterprises, 14,600 specialized and new "small giant" enterprises. 300 characteristic industrial clusters of small and medium-sized enterprises are formed.
 
7. Statistics from the Ministry of Industry and Information Technology show that since the beginning of this year, 37 innovative drugs and 51 innovative medical devices have been approved for listing in China, ranking second in the number of new drugs in research in the world.
 
8. The Award Ceremony of World Internet Conference Awards for Pioneering Science and Technology was held in Wuzhen, Zhejiang Province on November 19. 20 internationally representative projects were awarded, covering cutting-edge fields such as brain-like computing, embodied intelligence, 6G, big data, and high-performance chips.
 
9. Data released by the Ministry of Agriculture and Rural Affairs shows that China's total output of aquatic products reached 71.16 million tons in 2023, ranking first in the world for 35 consecutive years. In addition, the number of aquatic wildlife under special state protection reached 458 species, 410 more than in 1989.
 
10. In October, China's industrial structure continued to optimize. The added value of China's equipment manufacturing industry grew by 6.6 percent year-on-year, continuing to outpace the growth rate of industries above designated size. The added value of the intelligent unmanned aerial vehicle manufacturing industry increased by 41.9 percent, and the output of new energy vehicles and solar cells increased by 48.6 percent and 13.2 percent, respectively.
