Sci-tech innovation is not a game for rich countries and people

BEIJING, Mar. 5 (China Economic Net)– "China's AI ecosystem leverages vertical integration across foundational research, application development, and market deployment, supported by a mature industrial infrastructure," said Xu Shan, Deputy Director of International Cooperation and Technical Service Department, CAICT AI Research Institute. 
 
“The country will establish a mechanism to increase funding for industries of the future and foster industries such as biomanufacturing, quantum technology, embodied artificial intelligence, and 6G technology,” showed the newly released 2025 Government Work Report.

At the press conference of the Third Session of the 14th National People’s Congress held on March 4, Lou Qinjian, spokesperson for the third session of the 14th National People's Congress, pointed out that China has proposed the Global AI Governance Initiative to help bridge the technological divide and prevent sci-tech innovation from becoming a game of the rich countries and the wealthy.
 
Lou added that DeepSeek’s open sourcing has facilitated the application of AI technology worldwide and contributed “Chinese wisdom” to the world. The significant progress made by DeepSeek represents the rise of Chinese companies in the field of artificial intelligence, the spokesperson noted.
 
“China's progress in artificial intelligence stems from a synergistic interplay of domestic innovation ecosystems and proactive global collaboration, aligned with the mission of the China-BRICS AI Development and Cooperation Center,” Xu introduced.
 
At present, global artificial intelligence is experiencing mushrooming development. Against this background, the BRICS countries, as representatives of emerging markets and developing countries, recognize the important role of AI in global sustainable development and believe that the BRICS countries need to cooperate with each other for the benefit of the entire society and mankind. Given this, Xu listed four key areas of cooperation by the BRICS Center. 
 
“First, step up information exchange and technical cooperation). Next, deepen the synergy of industries and project cooperation. Thirdly, promote application empowerment and capacity building. Ultimately, develop governance frameworks and standards with broad-based consensus.”
 
When collaborating with partners such as BRICS and Belt and Road participating countries in AI development, a series of specific measures focusing on key areas could be implemented to achieve twice the result with half the effort, Xu told the China Economic Net.
 
“Key principles include opposing AI misuse for disinformation or interference, ensuring algorithmic fairness free from ethnic, national, or gender biases, and fostering open collaboration through knowledge-sharing while rejecting technological monopolies. Data privacy, security, and ethical governance must be prioritized alongside amplifying developing nations’ voices in global governance frameworks. The initiative advocates bridging capacity gaps through targeted support, aligning AI progress with inclusive multilateral cooperation. By translating these commitments into concrete actions, it aims to position AI as a catalyst for equitable global advancement, particularly among Belt and Road partners.”
 
In short, the BRICS Center has long been committed to leveraging China’s “AI+” momentum, translating policies into practical cooperation, as well as helping developing country partners achieve a win-win situation of domestic transformation and global solidarity.
