Making every effort to guard against any large-scale lapse or relapse into poverty

To guard against any large-scale lapse or relapse into poverty is a fundamental task in rural revitalization. According to the Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for National Economic and Social Development, we should make coordinated efforts to establish regular mechanisms for preventing rural residents from lapsing or relapsing into poverty. We should continue to provide well-targeted assistance, strengthen support to help those most in need, ramp up development-based assistance, and boost internal impetus for development. We should provide multi-tiered and categorized assistance for underdeveloped areas, enhance policies supporting key counties in need of assistance in achieving rural revitalization, and make every effort to guard against any large-scale lapse or relapse into poverty.

After achieving the goals of the poverty alleviation, a five-year transitional period to consolidate and expand achievements in poverty alleviation was established to effectively link them with rural revitalization. This ensures the overall stability of assistance policies, providing continued support to formerly impoverished areas and populations. Since the transitional period began, per capita disposable income of rural residents in these areas has increased from RMB 14,051 in 2021 to RMB 17,522 in 2024, with the growth rate in these areas exceeding the national average growth rate in rural areas for four consecutive years.

Well-targeted assistance is key. A regular monitoring system is needed to prevent a relapse into poverty. It is a must to adhere to the working mechanism under which the central authorities coordinate overall planning, provincial governments take overall responsibility, and city or county governments carry out specific work about implementation of plans. The monitoring system and the work to prevent relapse to poverty should be prioritized.

The industrial and employment aid should be strengthened. Efforts should be made to enhance the quality and efficiency of rural assistance industries in these regions, and guide the upgrading of specialized planting and breeding sectors. It is also important to consolidate, update, revitalize, and adjust rural assistance industries based on local conditions.

Successful practices in collaboration and paired assistance should be maintained. Collaboration between eastern and western parts of China will continue and be modified according to actual conditions. With a focus on industrial cooperation, consumption collaboration, and labor coordination, new economic growth points will be cultivated.

Policy

1. The nuclear energy steam supply project in Hainan Nuclear Power Co, affiliated with the China National Nuclear Corp, officially entered its technical debugging phase on November 21. Providing industrial steam to adjacent enterprises for the first time, this steam supply project marks a new stage in China’s comprehensive nuclear energy utilization, transitioning from power generation and residential heating to industrial steam supply.

2. China has built the largest and most complete new energy industrial chain, according to the 2025 report on the global energy transition released by the China Enterprise Reform and Development Society on November 22.

Data

1. According to Kunming Customs, in the first 10 months of this year, the cargo transported via the China-Laos Railway reached 4.506 million tons, with a value of RMB 22.07 billion, representing year-on-year increases of 12.8 percent and 45.1 percent, respectively. Both volume and value hit a record high for the same period in history.

2. The Ministry of Natural Resources recently stated that in the first 10 months of this year, China newly established over 300 green mines at or above the provincial level. So far, the country has built 1,054 national-level green mines and 4,055 provincial-level green mines, accounting for 40.8 percent of licensed operating mines.

3. According to the China Federation of Logistics & Purchasing, China's medical device market is projected to reach RMB 1.22 trillion in 2025. By the end of 2024, the number of medical device manufacturing enterprises in China had exceeded 33,000, marking a 27.8 percent increase compared to the end of the 13th Five-Year Plan period.

4. The 18th Europe-China Business & Technology Cooperation Fair concluded on Nov. 21 in Chengdu, southwest China's Sichuan Province, with more than 600 government officials, business leaders and experts from over 20 countries attending the event, and led to 166 intent cooperation agreements.

5. According to China State Railway Group on November 22, from January to October this year, the national railways transported a cumulative total of 3.378 billion tons of cargo, a year-on-year increase of 3 percent, setting a new record for the same period in history.

6. According to the 2025 China Aviation Industry Conference, China's low-altitude economy is expected to reach a market size of RMB 1.5 trillion in 2025, with the potential to exceed RMB 2 trillion by 2030, indicating a strong growth trend in the industry.

7. In the first 10 months, the Shanghai Cooperation Organization (SCO) Demonstration Zone recorded imports and exports with other SCO member countries totaling RMB 77.87 billion, a year-on-year increase of 27.2 percent. Among these, machinery and parts exports reached RMB 13.07 billion, up 22.5 percent year-on-year, while plastic product exports amounted to RMB 3.95 billion, a 19.5 percent increase.

8. China's total installed power-generating capacity reached 3.75 billion kilowatts (kW) by the end of October, rising 17.3 percent year on year. Solar power capacity continued to drive the expansion, jumping 43.8 percent year on year to 1.14 billion kW. Wind power capacity also posted strong growth, increasing 21.4 percent to 590 million kW, according to the National Energy Administration (NEA).

9. In October, the total transport turnover of China's civil aviation industry reached 14.6 billion tonne-kilometers, up 10.8 percent year on year. The volume of passenger transport hit 67.84 million, increasing 5.8 percent from the same period last year, and the volume of cargo and mail transport grew 13.4 percent to about 917,000 tonnes, data from the Civil Aviation Administration of China revealed.

10. China issued 370 million green electricity certificates in October, involving 374,100 renewable energy power generation projects, bringing its total issuance of green electricity certificates in the first 10 months of 2025 to 2.478 billion, 1.592 billion were classified as tradable, according to the National Energy Administration (NEA).
