The Russian government is considering a bill to deny entry for 10 years to foreigners who repeatedly violated the country's immigration laws.

"The bill is aimed to increase the efficiency of the fight against illegal migration," Russian Prime Minister Dmitry Medvedev said Thursday at a government meeting.

If violation against the immigration policy was registered for the second time, "A foreign national will be banned from entering Russia for 10 years," the Interfax news agency quoted Medvedev as saying.

Relevant legislation concerning the penalty is currently under consideration in the Russian parliament, the prime minister said.

Russian Federal Migration Service (FMS) estimates the number of migrant workers in Russia at around 5 million, including 3 million who work illegally.

According to a 2012 report issued by the Organization for Economic Cooperation and Development (OECD), Russia is home to the world's largest number of illegal immigrants, accounting for almost seven percent of the country's working population.
