Bulgarian opposition files 3rd no-confidence motion against cabinet

Bulgaria's opposition on Monday filed the third no-confidence motion against the coalition government of the center-right GERB party and the nationalist United Patriots that was elected last May.

The parliamentary group of the Bulgarian Socialist Party (BSP) filed the motion because the government "does not want and cannot cope with the catastrophic state of the healthcare sector," the party's leader Korneliya Ninova told reporters.

Ninova, whose party holds 79 seats in the 240-seat parliament, said that hundreds of thousands of Bulgarian citizens could not get medical treatment because they had no access to a doctor and a hospital, or because they had no money to pay for treatment.

According to the parliamentary rules, the motion has to be discussed no earlier than three days and not later than seven days after the receipt of the proposal, and voted not earlier than 24 hours after the closure of the debate.

To be passed, the motion must be supported by more than half of the legislators.

BSP filed the first and second no-confidence motions against this coalition government in January and June because of the government's alleged inability to cope with corruption and security issues respectively, but they failed.

All no-confidence motions in Bulgaria in the last 28 years have been unsuccessful.
