Kenyan envoy calls for more political, financial commitment to silence guns in Africa

A Kenyan envoy on Wednesday called on United Nations member states to redouble their efforts in demonstrating transparency and solidarity, and more political and financial commitment to ensure success in "silencing the guns in Africa."

Speaking at an open debate of the Security Council, Lazarus Amayo, permanent representative of Kenya to the UN, emphasized three points in the implementation of the African Union (AU) roadmap to silence guns in Africa.

First, it is needed to allocate more resources in addressing the root causes of conflict, including the strengthening of relevant national governance institutions responsible for conflict prevention and promotion of socio-economic development, he said.

Second, national and international cooperation need to be enhanced at all levels in the implementation of available instruments and other measures, said Amayo.

"This calls for proper weapons and ammunition management; effective legislative and regulatory frameworks; and more importantly proper data collection, information sharing as well as monitoring and evaluation," he added.

Third, capacity building for African states to fully implement their commitments to ratification of international instruments is very important, said the Kenyan envoy.

Africa's development partners must ensure that trade in conventional weapons is properly regulated from source countries to curb unregulated arms flows into conflict zones of Africa, he said.
