A key meeting of the Communist Party of China reviewed on Friday policy measures to support the high-standard and high-quality construction of the Xiong'an New Area, pledging to encourage the city to "explore new models of modern urban governance with Chinese characteristics".

 

The meeting of the Political Bureau of the CPC Central Committee - the Party's core leadership - highlighted that the development of Xiong'an has shifted to high-quality construction, high-level management and the high-quality transfer of the non-capital city functions of Beijing to the region.

 

Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting, which was held after he inspected Xiong'an and chaired a symposium on the region's development on May 10.

 

Emphasizing the pragmatic needs for developing the new area, the Friday meeting stressed the necessity of adopting targeted supportive measures, while closely considering the interests and concerns of relocated personnel, said a summary of the meeting.

 

It called for a steady and orderly approach, within manageable limits, to continuously advance the implementation and construction of landmark relocation projects.

 

It is important to encourage active exploration and adherence to the laws of urban development and strengthen conservation efforts, green initiatives, and low-carbon practices, the summary said.

 

The policymakers pledged to enable reform and innovation measures in relevant sectors to be put in place in Xiong'an to optimize the business climate, strengthen scientific and technological innovation and develop high-end and high-tech sectors.

 

They also emphasized the need to focus on public service systems to enhance the forward-looking design of the new area's future development and operation management mechanisms.

 

The meeting required the strengthening of Party organizations at all levels, calling for the building of a professional lineup of officials with strong political commitment, keen reform awareness, high capabilities, a daring spirit and a clean and upright work style.

 

China announced the decision to establish Xiong'an New Area - located about 100 kilometers southwest of Beijing - in April 2017 as a flagship project to advance the coordinated development of the Beijing-Tianjin-Hebei region and relieve Beijing of functions not essential to its role as the national capital.

 

Meanwhile, it was announced on Friday that the State Council, China's Cabinet, had approved the establishment of a new comprehensive bonded zone in Xiong'an as part of broader steps to enable the growth of the region's economic opening-up.
