BEIJING, Feb. 28 (Xinhua) -- The Political Bureau of the Central Committee of the Communist Party of China (CPC) held a meeting on Feb. 27 to discuss a draft outline of the 15th Five-Year Plan (2026-2030) for national economic and social development and a draft government work report, which the State Council will submit to the Fourth Session of the 14th National People's Congress for deliberation. Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting.

It was noted at the meeting that the 14th Five-Year Plan (2021-2025) has covered a momentous and extraordinary period in China's development. Facing a complicated international environment as well as arduous and demanding tasks of advancing domestic reform, promoting development and ensuring stability, the CPC Central Committee with Comrade Xi Jinping at its core united the whole Party and the Chinese people of all ethnic groups and led them in meeting challenges head-on and pressing ahead with determination. As a result, China withstood the severe impact of the once-in-a-century Covid-19 pandemic, effectively responded to a series of major risks and challenges, and made new significant achievements in advancing the cause of the Party and the country. After five years of sustained efforts, the main targets and tasks of the 14th Five-Year Plan have been successfully accomplished. China's economic strength, scientific and technological capabilities, and overall national strength have reached a new level. Solid new strides have been made in advancing Chinese modernization, and the new journey toward realizing the second centenary goal is off to a good start.

It was noted at the meeting that the 15th Five-Year Plan period will be critical as the country works to reinforce the foundations and push ahead on all fronts toward basically achieving socialist modernization by 2035. To promote high-quality economic and social development and lay a more solid foundation for basically achieving socialist modernization, it is of great significance to, under the leadership of the Party Central Committee, scientifically formulate and implement the outline of the 15th Five-Year Plan, strive to consolidate and build on our country's strengths, remove development bottlenecks, and shore up areas of weakness.

It was stressed at the meeting that to promote economic and social development during the 15th Five-Year Plan period, it is a must to fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly apply the guiding principles from the 20th CPC National Congress and all plenary sessions of the 20th CPC Central Committee, and earnestly carry out the arrangements made at the Fourth Plenary Session of the 20th CPC Central Committee. To move toward the Second Centenary Goal of building China into a great modern socialist country in all respects and advance the rejuvenation of the Chinese nation on all fronts through Chinese modernization, it is imperative to implement the Five-Sphere Integrated Plan and the Four-Pronged Comprehensive Strategy in a coordinated way. It is equally important to keep in mind both domestic and international imperatives, faithfully apply the new development philosophy on all fronts, and move faster to create a new pattern of development. It is a must to adhere to the general principle of pursuing progress while ensuring stability, and pursue economic development as the central task, with high-quality development as the main focus, reform and innovation as the fundamental driving force, meeting the people's ever-growing needs for a better life as the fundamental goal, and full and rigorous Party self-governance as the fundamental underpinning. It is also a must to promote higher-quality economic growth while achieving an appropriate increase in economic output, and make solid headway in promoting well-rounded personal development and common prosperity for all. All of this will secure decisive progress toward basically realizing socialist modernization.

During the process of submitting the draft outline of the 15th Five-Year Plan for review by the Fourth Session of the 14th National People's Congress and for discussion at the Fourth Session of the 14th National Committee of the Chinese People's Political Consultative Conference, it is imperative to promote democracy, draw on collective wisdom, and extensively build consensus, according to the meeting.

It was pointed out at the meeting that to do a good job in this year's government work, it is a must to, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly apply the guiding principles from the 20th CPC National Congress and all plenary sessions of the 20th CPC Central Committee, and earnestly implement the plans made at the Fourth Plenary Session of the 20th CPC Central Committee and the Central Economic Work Conference. It is imperative to fully and faithfully apply the new development philosophy, accelerate the creation of a new pattern of development, and pursue high-quality development. It is essential to adhere to the general principle of pursuing progress while ensuring stability, keep in mind both domestic and international imperatives, and better ensure both development and security. More proactive and impactful macro policies should be implemented, and all the policies should be more forward-looking, targeted and coordinated. More efforts are required to expand domestic demand, improve the supply structure, optimize the allocation of new resources, and make better use of the existing ones. New quality productive forces should be developed in accordance with local conditions, and further efforts are needed to build a unified national market. It is imperative to prevent and defuse risks in key areas, and secure the stable development of employment, enterprises, markets and expectations to promote higher-quality economic growth while achieving an appropriate increase in economic output, maintain social stability and harmony, and get the 15th Five-Year Plan period off to a good start.

It is a must to continuously implement a more proactive fiscal policy and a moderately accommodative monetary policy, and make efforts to dovetail reform measures to macro policies, according to the meeting. It is imperative to build a stronger domestic market, step up measures to foster and strengthen new growth drivers, and speed up efforts to achieve high-level self-reliance and strength in science and technology. It is a must to continuously deepen reforms in key areas, further expand high-standard opening up, advance rural revitalization on all fronts in a solid manner, and boost new urbanization and coordinated regional development. Greater efforts must be made to ensure and improve the people's wellbeing, accelerate the green transition across the board, and strengthen the capabilities to prevent and defuse risks in key areas and ensure security. Governments at all levels must strengthen their own development, and develop a correct understanding of what it means to perform well.
