BEIJING, March 28 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee on March 27 held a meeting to deliberate on the Regulations on the Work of Local Committees of the Communist Party of China. Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting.
It was pointed out at the meeting that local Party committees must resolutely uphold the authority of the CPC Central Committee with Comrade Xi Jinping at its core and the committee's centralized, unified leadership. They must give top priority to the implementation of the decisions and plans of the Party Central Committee, ensuring full implementation with persistent and unwavering focus and vigorous efforts. At the same time, they must closely integrate these efforts with the actual conditions of their respective regions, enhancing the initiative and creativity of their work.
It was emphasized at the meeting that local Party committees bear an unshirkable responsibility in pursuing development and safeguarding security, and must work hard in a down-to-earth manner. They should fully and faithfully apply the new development philosophy on all fronts, take solid steps to promote high-quality development, strive to ensure and improve the people's well-being, and do everything possible to safeguard national security and overall social stability. They must also establish a correct understanding of governance performance and act accordingly, ensure that all the achievements in governance are made for the people and through solid work, and strive to make solid achievements that stand up in practice, in the eyes of the people, and over the course of time.
It is imperative for leadership teams of local Party committees to strengthen education on democratic centralism, improve rules for routine deliberations and decision-making, specify the negative list, and enhance oversight mechanisms. Clear priorities for supervision, specific measures, and accountability requirements should be defined to ensure the rigorous implementation of democratic centralism. Members of leadership teams of local Party committees should also strengthen theoretical study, improve their professional competence, and focus on enhancing their leadership capacity.
Moreover, it is also imperative to shoulder the political responsibility of conducting Party self-governance, unswervingly advance full and rigorous Party self-governance, and steadfastly and perseveringly implement the guiding principles of the central Party leadership's eight-point decision on improving conduct and the detailed rules for its implementation. It is essential to tackle pointless formalities and reduce burdens for officials at primary levels, exercise power in accordance with the law and Party regulations, safeguard the redline for integrity, and foster a political atmosphere of honesty and integrity.
