The prospect of a European Defence Union dominated this year’s DEFEA Conference in Athens, with the participation of the European Commissioner for Defence and Space, Andrius Kubilius, as well as numerous representatives from the political and military leadership of Europe and Greece, and industry stakeholders.

As sector representatives emphasised, Kubilius’ proposal to establish a European Defence Union through a new intergovernmental treaty is intended to overcome fragmentation and move toward a more cohesive, functional defence framework. According to the President of the Hellenic Manufacturers of Defence Materiel Association (SEKPY), Anastasios Rozolis, “this is particularly significant for the industry, as it creates prospects for broader cooperation, joint planning, and greater alignment of investments.” He added that “it provides an opportunity to link European ambitions with our national choices.”

Greek companies and European programs

According to SEKPY data on the participation of Greek defence companies in European programs, Greek entities are involved in 35 out of the 57 approved actions of the program. Maintaining 5th place at the European level, participation in 35 projects, and involvement in coordination roles reflect a mature reality - no longer incidental, but structural.

“This is proof that the Greek defence industry and the broader research and technology ecosystem have developed a European presence, know-how, outward orientation, and the capacity to participate not only as partners but also as coordinators in complex multinational schemes,” Rozolis noted. In this context, the country requires a distinct, permanent, and functional governmental structure for the defence industry, as well as the institutional establishment of an average target of approximately 25% concerning the participation of the Greek defence industry in the country’s armament program - "an opportunity that should not be missed," as market participants stressed.

Defence sector eyes more than €10 billion in participation

The issue of a 25% participation rate of Greek defence companies in armament program featured prominently at this year’s DEFEA Conference.

On his part, the Minister of Defence, Nikos Dendias, underlined that this percentage was set as a condition by the current government. He clarified, however, that it does not carry legislative force, allowing for a degree of flexibility in its implementation. According to Dendias, “we estimate that more than 10 billion euros could be absorbed by the Greek defence ecosystem.” He added that this share could rise to higher levels, potentially reaching 30%–33%, provided that Greek companies are able to meet the requirements.
