At the World Artificial Intelligence Conference in Shanghai, the creation of the World Artificial Intelligence Cooperation Organization (WAICO) signals that the era of unilateral governance is yielding to something more representative.

The participants at the Shanghai summit, including leaders from across the Global South, made their priorities clear. They are not interested in being pawns in a new bloc confrontation. Having navigated years of trade friction and extraterritorial measures, these nations are seeking a seat at the table. They are looking for technological capacity that addresses concrete challenges: climate resilience, agricultural productivity, and industrial modernization.

The true divide in our contemporary landscape is not between two capitals, but between those who perceive artificial intelligence as a proprietary asset—a new commodity to be monopolized like oil—and those who view it as a global public good. If we treat AI as oil, we are destined for a future defined by scarcity, export controls, and defensive blocks. If we treat it as water, the priority becomes circulation, access, and shared utility.

China’s approach, as articulated through four core principles at the conference, emphasizes that security should not be used as an excuse to stifle the development of others. By pledging 5,000 training opportunities for developing nations and establishing collaborative centers for organizations like ASEAN and the African Union, Beijing is effectively shifting the conversation from abstract competition to tangible development.

WAICO represents a permanent intergovernmental body designed to provide a formal, inclusive structure for AI governance. It does not demand that participants subscribe to a specific political ideology; rather, it focuses on the practical necessity of bridging the digital divide regarding talent, datasets, and computational infrastructure. By anchoring itself to the United Nations Charter, WAICO ensures that the conversation remains grounded in international law rather than fragmented regional standards.

Global governance in the twenty-first century requires a multilateral framework that respects civilizational diversity and allows nations to shape rules through consultation. We are entering a phase where the most meaningful progress will not happen in the isolated labs of the powerful, but through the integration of the global community.
