Chilean FM blames U.S., Canada for hindering Americas regional unity

The United States and Canada hindered any possibility of reaching a consensus at the Americas regional summit last week, Chilean Foreign Minister Alfredo Moreno said Monday.

Due to the two countries' difference of opinion with other countries, a final declaration on such issues as Cuba and the Malvinas Islands (known as the Falkland Islands by Britain) could not be issued at the end of the Sixth Summit of the Organization of American States (OAS) held in Colombia, Moreno said.

South American and Caribbean nations backed Argentina's call for Britain to enter talks on the Malvinas, over which Argentina claims sovereignty.

However, "the position of the U.S. and Canada was different, and therefore no final declaration on this was possible, and the same thing happened regarding Cuba," Moreno said.

The two northern neighbors, he said, "had a different position from the rest of the continent, including Chile."

Leaders of 31 countries from the North and South Americas wrapped up their two-day summit in Colombia on Sunday without issuing a final declaration due to a lack of consensus on controversial issues.

The United States and Canada were the only two countries that rejected Cuba's participation in any future OAS summits, saying Cuba should realize democratization first.

"We think Cuba should take part in the Americas summit," Moreno said, adding that Latin America also "would like to see a more democratic Cuba ... with more economic, political freedom."
