Indian opposition parties demand probe into Wal-Mart's lobbying to enter Indian market

India's opposition parties, led by the Bharatiya Janata Party (BJP), on Monday demanded a probe into reports of U.S. retail giant Wal-Mart spending huge amounts of money on lobbying to make a foray into Indian market.

The BJP and the Left parties created an uproar in Parliament seeking a probe into the allegations of lobbying, which is illegal in India, and demanding a reply from Indian Prime Minister Manmohan Singh on the issue, forcing periodic adjournments of both Lok Sabha (Upper House of Parliament) and Rajya Sabha (Upper House of Parliament).

"Wal-Mart has in its lobbying disclosure report to the U.S. Senate said it has spent 125 crore Indian rupees (25 million U.S. dollars) on lobbying and 3 million U.S. dollars have been spent in 2012 for entering the Indian market," BJP's Ravishankar Prasad told the Rajya Sabha.

He added "Lobbying is illegal in India. Lobbying is a kind of bribe. If Wal-Mart has said that hundreds of crores of rupees were spent in India, then it is a kind of bribe. Government should tell who was given this bribe. This raises a question mark on the implementation of foreign direct investment (FDI) in retail."

Echoing similar sentiments, Communist Party of India (Marxist)' s Member of Parliament P. Rajeeve said "This is bribery."

The country's ruling Congress party, however, shrugged off allegations of corruption, saying Wal-Mart had only lobbied with U. S. senators and not got in touch with Indian leaders.

"The report tells that Wal-Mart lobbied U.S. Senators to pass FDI in retail. It doesn't question any politician, administrative officer or institution of India," Congress leader Jagdambika Pal said.

According to lobbying disclosure reports filed by Wal-Mart with the U.S. Senate, the retail giant has spent close to 25 million U. S. dollars since 2008 on lobbying, including on issues related to "enhanced market access for investment in India".
