UN resolution on Syria "not hopeless" but needs further revision: Russian FM

A revised draft on Syria of the United Nations Security Council was "not hopeless" but has to be perfected on two crucial problems before getting a nod from Moscow, Russian Foreign Minister Sergei Lavrov said Saturday, hours before the Security Council vote on the resolution.

"We are not saying this resolution is hopeless," Lavrov said during a panel discussion at the Munich Security Conference.

"We circulated an amended resolution which aims to fix two basic problems ... (first,) the imposition of conditions on dialogue, and second, measures must be taken to influence not only the government but also armed groups," he said.

These two issues are "of crucial importance" from the view of Russia, he added.

"The peaceful protesters have our full support, but they are increasingly being used by the armed groups that cause some troubles," Lavrov said. "They attacked state institutions. They also intimidated people, telling them not to come to work."

"While we're all concerned with the rule of law and human rights and democracy, let's not forget that rule of law must prevail in international relations as well," he added.

Lavrov said that as a permanent member of the Security Council, Russia would try its best to stick to its responsibilities, including not engaging in internal affairs of member states.

Russia said it would reject any UN resolution that called for "regime change" in Syria or outside military intervention. As Russia threatened a veto, the West softened some wording of the very original draft.

However, it is still unknown whether Russia would give the green light to the revised version in the voting when the council meets later Saturday.
