Israel doesn't respect economy deal with Palestinians

Palestinian minister of economy accused Israel Wednesday of not respecting the interim-period agreement that regulates economic relations between the two sides.

The 1994 Paris Protocol should be reviewed comprehensively every six months, "but Israel evades that," said the minister, Jawad Naji. "Israel is not interested in this revision because it implements only what is relevant to its interest."

Earlier this month, the World Bank summarized the goals of Paris Protocol in terms of public service delivery and the formalization of policies of economic cooperation and integration with Israel relating to the exchange of goods, fiscal policy, currency arrangements, and labor services.

The Palestinians complain that Israel's select implementation of the agreement's articles, especially keeping the trade between the Palestinian side and the Arab countries through Israel, prevented the economy from experiencing prosperity over the past 17 years.

Naji noted that the protocol was not opened for evaluation since it was signed, though its validity was set for five years.

But reviewing the agreement cannot happen while political negotiations are idle, Naji explained. The negotiations stopped in 2010 over a dispute on Jewish settlement building in the West Bank.

Palestinian President Mahmoud Abbas said he has an intention to amend the agreement as part of his efforts to obtain a UN recognition of an independent Palestinian state.
