Govt finalizing blueprint for regional bloc

The National Development and Reform Commission is finalizing a blueprint of a plan for Beijing, Tianjin and Hebei Province to develop into a regional bloc, the Beijing News newspaper reported on Wednesday.

The blueprint will comprise a comprehensive plan and two specialized plans focusing on traffic and environmental protection, the report said.

These plans, to be released together, will be submitted to the State Council for approval.

"The integration of Beijing-Tianjin-Hebei bloc has three key features - integrated infrastructure, integrated regional market, and integrated social security system," Yi Peng, chief researcher on urbanization with think tank Pangoal, told the Global Times on Wednesday.

"From the integrated infrastructure perspective, an integrated traffic system is the most tangible component, and it is the area that is most likely to see quick results," Yi said.

Yi noted that the emphasis on traffic infrastructure reflects planners' preference to combine plans that are prone to produce immediate effect and those that will produce more fundamental changes in the long term.

President Xi Jinping called for integrated and coordinated development of the region around Beijing during a seminar on regional development held in Beijing on February 26.

According to media reports, the integrated traffic plan will comprise a ring-shaped highway around capital Beijing, six radiating arteries that link cities in the region, two airports and five harbors around the Bohai Bay in North China.
