Staff members deal with motions and suggestions from deputies to the Fifth Session of the 11th National People's Congress (NPC) in Beijing, capital of China, March 9, 2012. About 8,000 suggestions made by NPC deputies were referred to 177 departments and institutions for study and handling, according to the report.

Up to now, 77 percent of the problems brought up by deputies in their suggestions have been solved or plans have been made for solving them, Wu said.

More than 1,800 deputies took part in investigations and studies on special issues and over 1,700 participated in inspection tours, according to the report.

They prepared over 100 investigative reports, which provided important reference for the policymaking of both central and local governments, Wu said.

Since NPC deputies come from every region, ethnic group, and sector of society and work and live among the people, they have firsthand knowledge of people's lives and wishes, and have a thorough understanding of conditions and problems at the primary level, Wu said.

"Deputies make full use of the advantage of their close contacts with the people to fully understand their conditions, reflect their sentiments, and pool their wisdom, and thus make a positive contribution," he said.

This year, Wu pledged that the NPC Standing Committee will continue to strengthen services for deputies, carefully handle the motions and suggestions submitted to this session of the NPC.

According to the Constitution, NPC deputies and members of the NPC Standing Committee have the right to submit motions and suggestions within the respective functions and powers of the NPC and its Standing Committee.

An NPC motion becomes legally binding when it is adopted.
