Luo Huining has been appointed secretary of the Provincial Committee of the Communist Party of China (CPC) of Qinghai Province, replacing Qiang Wei, the CPC Central Committee said in a statement Tuesday.
Prior to the appointment, Luo had served as governor of Qinghai since January 2010.
Luo, born in October 1954, is a native of Yiwu, east China's Zhejiang Province.
He had worked for more than 30 years in eastern Anhui Province as a factory worker and held various positions as a government and CPC official before being appointed deputy Party chief of Qinghai in April 2003.
He is a member of the 18th CPC Central Committee.
Wang Jingqing, vice head of the Organization Department of the CPC Central Committee, announced the appointment at a meeting in Qinghai.
Wang said the personnel change was made based on an assessment of the overall position, the need of work and the actual situation of the province's leadership buildup.
