Zambian ministers to be subjected to performance contracts

Zambia's top public worker has reveled that the government will soon introduce performance contracts for ministers which will be evaluated every three months as a way of improving service delivery in the public service, Acting Secretary to the Cabinet Evans Chibiliti said on Tuesday.

Chibiliti said the initiative will be taken as a way of improving performance among public service workers in line with the new government's manifesto.

"We will design performance contracts which the President will discuss with his ministers. Each year, ministers will do specific things and the President will evaluate them quarterly," he said.

Ministers will also use performance contracts to gauge the performance of their permanent secretaries who will also do likewise on their directors, he added.

He said the contracts were ideal because the new government had a social contract with the people who voted it into power after last September's elections and expressed confidence that the system will yield desired results.
