Vetoed draft sends "unbalanced signal to Syria": Russia

Russian UN Ambassador Vitaly Churkin on Saturday that he vetoed an Arab-European draft resolution because "it sends an unbalanced signal to Syria," and he called for an "objective" UN resolution which can "truly help" end the current political crisis in the Middle East country.

Churkin, who is permanent representative of Russia to the UN, made the statement after the UN Security Council failed to pass a resolution on Syria with 13 members in favor, two against, and none abstaining.

"The work done in the Security Council has not been carried out to its conclusion," Churkin said. "The draft resolution that was put to a vote did not adequately reflect the real state of affairs in Syria and has sent an unbalanced signal to the Syrian parties."

Churkin and his Chinese counterpart Li Baodong on Saturday vetoed the Arab-European draft resolution on Syria demanding a regime change in the Middle East country, the second time since October 2011, when a European draft resolution also failed in a double veto.

He explained that Russia objects to the fact that the resolution does not ask for the distancing of the Syrian opposition from certain armed entities.

"The co-sponsors of the resolution have not taken into account the wordings of the draft that we proposed to the effect that the Syrian opposition must distance itself from extremist groups which are carrying out acts of violence and called upon states and all those who have their relevant opportunities to use their influence to put an end to such acts of violence by such groups," he said.

Churkin added that the proposed resolution also failed to " support for showing more flexibility for the intermediary of the League of Arab States which would increase the chances for success for an exclusively Syrian political process."

He said that Russia will continue to work for a solution to the crisis in Syria because "bloodshed and violence in Syria has to be ended immediately."

According to Churkin, Russian President Dmitry Medvedev has instructed Sergey Lavrov, foreign minister of Russia, and Mikhail Fradkov, the director of the service for external intelligence of Russia, to travel to Syria on Feb. 7 to meet with Syrian President Bashar al-Assad.

"We believe that intensive efforts of the international community with a view to putting an immediate end to the violence and having a successful beginning and conclusion of an exclusively Syrian political process and withdrawal of the country from this crisis will be continued," said Churkin. "Russia for its part will continue to work precisely in that direction."
