Russia tightens regulations of sports fans

Russian lower house of the parliament Tuesday passed an anti-hooliganism bill with the aim to tighten rules over violent sports fans.

The bill, initially introduced last November, was passed by legislators in its first reading of the State Duma with 226 supports and one abstention.

Sports fans violating rules and disturbing public safety during sports events could face bans for up to one year, according to the bill.

The bill will be sent to the Federation Council, or upper house of the parliament for vote. If passed, it will go into force 180 days after being signed by President Vladimir Putin.

According to the bill, violent fans could receive an one-off fine of 32 U.S. dollars and suspension of one to six months.

If the hooligan behavior seriously disrupted the sports event, the fine will increase to 64 dollars. Meanwhile, the sports fan could face up to 15 days in jail as well as an one-year suspension.

If the fan ignored the ban, he or she could face up to 160 dollars of fine or 15 days in prison.

Earlier Tuesday, deputy speaker of the State Duma and head of Russian Olympic Committee Alexander Zhukov said the aim of the bill was to create an "family-friendly atmosphere" at sports venues, local sports media R-Sport reported.
