EU appoints head of advisory mission for Ukraine

Kalman Mizsei was appointed as the head of the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine), the Council of the EU said in a statement on Thursday.

EUAM Ukraine, established by the foreign ministers of the EU on Tuesday, will be an unarmed, non-executive civilian mission, aiming to improve Ukraine's civilian security.

EU foreign ministers approved to allocate a budget of 2.68 million euros (3.61 million U.S. dollars) for the mission's start-up phase until Nov. 30. The two-year mandate of the mission will start once initial operating capability has been reached.

EU advisers will initially focus on supporting the elaboration of revised security strategies and the rapid implementation of reforms, according to the statement.

The headquarters of EUAM Ukraine will be in Kiev, but regional outreach to support advisory tasks will be started as soon as feasible.

At present, a civilian response team is in Kiev and operational planning and other preparations are underway.
