Syria rejects new Arab solution to crisis

Syrian Foreign Minister Walid al- Moallem said Tuesday Arab League's new plan is the last part of their scheme to internationalize the Syrian issue by referring it to the United Nations Security Council.

Al-Moallem said during a press conference held Tuesday in Damascus that the new plan poses flagrant intervention in Syria's internal affairs.

Arabs knew that "we wouldn't accept their new plan," the foreign minister said, stressing that "the plan is outrageous and encroaches upon Syria's sovereignty."

The AL on Sunday urged Syrian President Bashar al-Assad to delegate power to his first vice president and a national unity government in a fresh initiative aimed at ending the political crisis in the country.

According to the initiative, announced after a meeting of Arab foreign ministers, a national unity government should be formed within two months with the participation of the opposition to eventually prepare for free presidential and parliamentary elections under the supervision of Arab countries and the international community.

The plan urged the Syrian government to prepare a draft constitution to be approved through a popular referendum, demanding Assad delegate full powers to enable the national unity government to act in the transitional period.

The Arab foreign ministers also decided to extend the observers ' mission in Syria, provide them with technical and financial assistance, and cooperate with the UN Secretary General in this regard.

Besides, the AL urged the Syrian government and all the opposition sides to start a political dialogue sponsored by AL within two weeks.

"When we received the report of the Arab observer mission last Friday before it was put forward to the AL ministerial committee, we knew that its contents would not be satisfactory for some Arabs, " al-Moallem said.

He said the observers' report has confirmed the presence of armed groups in Syria that carry out sabotaging acts, denouncing the "tendentious" media campaign against Syria as well as the systematic exaggerations of what is happening on the ground.

He added that the report also confirmed that the so-called Free Syrian Army, an anti-Assad militia group, was behind the killing of the French journalist.

Al-Moallem stressed that Syria has met what it has committed itself to according to the AL plan and the Arab protocol, adding that the new draft Syrian constitution would be put for referendum next week and a new national unity government would be soon formed.

On the recent European Union (EU) sanctions on Syria, he said " undoubtedly the sanctions would affect the population but don't affect the political situation."

"More than half of the Syrian economic crisis and the Syrians' sufferings have been caused by those economic sanctions," he said.

EU foreign ministers on Monday decided to tighten restrictive measures against Syria. The foreign affairs council of the EU added 22 persons responsible for "human rights violations" and eight entities "financially supporting the regime" to the list of those subject to an asset freeze and a ban from entering the EU.

This move brings the total number of entities targeted by an asset freeze to 38 and the number of people subject to an asset freeze and a visa ban to 108. Al-Moallem, however, said the issue of internationalizing economic sanctions on Syria is "difficult and couldn't be passed by the UN Security Council."

Asked about the Gulf Cooperation Council (GCC) decision to withdraw its observers from Syria, al-Moallem said it's their "own decision ... and probably emanates from their fear that their people might listen and hear what these monitors see on the ground. "

He stressed that the solution of the Syrian crisis would not be compatible to the AL new plan, saying that the solution should emanate from the interests of the Syrian people.

GCC member countries have decided to pull out of its observers from an AL monitoring mission to Syria, following the Saudi move, GCC said Tuesday in a statement, according to the pan-Arab al- Jazeera TV.

According to the statement, the AL decided to respond to Saudi Arabia's decision to withdraw observers from Syria which was plagued by a ten-month-old unrest, and said GCC believes that the Syria leadership would not abide by the AL resolutions.

Al-Moallem said the Syrian leadership's stand is "strong and decisive" toward what Syria is subject to internally and externally.

Russian would never accept any foreign intervention in Syria's internal affairs, he said, referring to the Russian stand. "No one could ever doubt the Syrian-Russian relations."

He said the number of Syrian policemen and army personnel who have been killed have tripled because armed groups have exploited the presence of the Arab observers.

Al-Moallem stressed that the security solution in Syria has become a "popular demand by the Syrian people but won't be the sole solution," affirming that the solution to the ten-month-old unrest in Syria depends on carrying out an overall reform program and national dialogue.

The Syrian government says that the turmoil in Syria is plotted by terrorists and foreign-backed armed gangs. It said more than 2, 000 army and security personnel were killed during the months-long unrest, while the United Nations put the death toll in the country at more than 5,400.
