Does Israel begin to impose "economic peace plan" on Palestinians?

The Palestinians consider with much suspicion and concern the recent Israeli steps of providing economic facilities to the West Bank residents and the risks it includes, mainly the attempts of imposing the project of economic peace on the region.

During the Muslim's fasting month of Ramadan and Eid al-Fitr Holiday in August, Israel has provided the Palestinians in the West Bank tens of thousands of permission that enable them for the first time in 12 years to reach Jerusalem and other Israeli coastal cities under the title "tourism for West Bank residents."

Before offering the permissions, Israel announced that it had accepted an earlier Palestinian National Authority (PNA) request to put an end to taxes leaks resulted by moving goods and paying taxes back. The request was made in accordance with the Paris Deal of Economy signed between the two sides.

The new measures will be implemented in early 2013, which would enable the PNA treasury to gain back hundreds of millions of dollars that were annually dropped due to taxes leaks and the weak Israeli cooperation with the PNA to help it building up a strong economy.

The new Israeli measures coincided with the current severe stalemate in the Middle East peace process.

The direct Israeli peace talks have come to a standstill since October 2010 after the Israeli government insisted on settlement building in the West Bank and east Jerusalem.

Ties between Israel and the PNA are witnessing a growing tension. Israeli Foreign Minister Avigdore Liberman accused the PNA officials of distorting Israel's image before the world and practice political terrorism on his country as the PNA determines to go for the United Nations recognition.

Chief Palestinian negotiator Saeb Erekat told Xinhua that any improvement in the Israeli-Palestinian ties is completely linked to a comprehensive political solution, adding "the recent Israeli economic relaxes aim at defeating the Palestinian people and devote the occupation based on unilateral steps."

As Israel still calls on the PNA to get back to the peace negotiations table with no preconditions to resolve the remaining permanent status issues, the PNA is still sticking to the demand that there will be no talks with Israel without the complete stop of all settlement activities in the territories.

Sofian Abu Zaida, a member in the revolutionary council of Palestinian President Mahmoud Abbas' Fatah Party and specialized in Israeli affairs, said in an article published on local news websites that "it is a fact that the right wings in Israel accept the idea of offering the Palestinians economical peace."

"Israeli right wing believes that opening Israel's gates for the West Bank residents and removing barriers and road blocks would serve its strategy which doesn't believe in political solutions for the Palestinians or offering them an independent state and self-ruling rights or jurisdiction on the ground," he said.

Khalil Shahin, a political analyst, told Xinhua that Israel opened its gates for the West bank residents this month as a gift and a reward to the Palestinians, who are nuzzled and refreshed amid the relevant ranges of security that the West Bank is witnessing.

Shahin found links between Israel's business in considering military scenarios against Iran, Hamas in Gaza and in Lebanon and the economic relaxations offered to the West Bank residents, saying "Israel did so to calm down the front in the West Bank in case it wages a war on Iran."

During Ramadan, Israel issued around 170,000 permissions to the Palestinians, who were able to reach Jerusalem, according to a PNA liaison official, who added that Israel informed the PNA that it would also offer working permissions to some 30,000 workers from the West Bank to work in Israel.

"Easing restrictions on Palestinians entrance to Israel has economic considerations, where tens of thousands of Palestinians spend millions of Israeli Shekels (1 dollar equals to 4 Shekels) in the Israeli markets instead of sparing them in the local markets," said Ma'roof Zahran, the PNA official.

Facilities and easing restrictions were only offered to the Palestinians in the West Bank, where more than 1.5 million Palestinians in the Gaza Strip were deprived to leave the besieged coastal enclave that has been ruled by Islamic Hamas movement since June 2007.

Samir Awad, an economic researcher in the West Bank, told Xinhua that the Israeli new measures had negatively affected the Palestinian economy, which is basically weak. The PNA budget, according to official figures, suffers from more than one billion U.S. dollars shortage.
