CIS says Belarus election democratic, legal

The Belarusian parliamentary election was democratic and held "fully in compliance with the national legislation,"

the head of the CIS monitoring mission said here Monday.

Speaking at a press conference, CIS Executive Secretary Sergei Lebedev said the election was a sign of the maturity of Belarusian society.

"I saw the election was calm and people were voting rather actively. These two things are interrelated: they are a proof of the high maturity of civil society in this country," he said.

Vladimir Churov, head of the Russian Central Elections Commission, was another CIS observer of the Sunday election. He said he was content with the election, adding no one complained about major voting irregularities.

CIS observers also noted the high level of transparency and expertise with which the elections were held.

However, the Organization for Security and Cooperation in Europe (OSCE) gave a completely different account of the election, saying it was neither free, nor impartial.

OSCE special coordinator Matteo Mecacci said in a statement many prominent politicians "who might have played an important role in the election remained in prison or were not eligible to register because of their criminal record."

"We were here in 2010 when some of those people were first arrested and put in jail, and we are sad that their voices could not be heard this campaign," Mecacci said.

A total of 109 deputies were elected to Belarus' House of Representatives, the lower chamber of the country's parliament on Sunday.
