Russia calls on int'l community to offer aid to Libya

Russian president's envoy for Africa on Monday urged the "Friends of Libya" to offer assistance to the Northern Africa country to cope with security challenges and national reconstruction.

Mikhail Margelov said the "Friends of Libya," an international umbrella organization hosted by western countries and the Arab League member states, should not help the country only by the name.

"The (Libyan) revolution, in effect, destroyed the power structures and law enforcement institutions. In addition, Libya has been packed with arms after the civil war," Margelov told reporters.

"Is it not the time for the Friends of Libya, which so often has been there during the conflict between the transitional National Council and the Gaddafi regime, to demonstrate really amicable approach to Libya and its people and offer the assistance?" he said.

Meanwhile, the envoy called on the Friends of Libya, the African Union, the Arab League and the United Nations to offer mediation to facilitate a national reconciliation in the country.

New authorities in Tripoli faced the same problems that the Gaddafi regime used to, in particular, the inter-tribal violence, Margelov said.

The international community need to make "significant efforts" to prevent bloodshed between different tribes in the country, he added.

After the death of Gaddafi last October and months-old civil war, Libya has faced tough security challenges such as the disarmament of armed groups formed by Gaddafi's loyalists.
