The forthcoming 16th Non-Aligned Movement (NAM) summit in Tehran serves a "good opportunity" for Iran to present its proposal on the Syrian issue, Iran's Foreign Ministry Spokesman Ramin Mehmanparast told Xinhua in an interview Monday.

Iranian Foreign Minister Ali-Akbar Salehi said last Thursday that the Islamic republic would present an "acceptable and rational" proposal on the Syrian crisis at the NAM summit scheduled for Aug. 30-31.

"We believe that the proposal is acceptable, rational and principled and will include all parties involved in Syrian issues," Salehi said, adding that "it will be very difficult to oppose it." But he did not reveal its content. Mehmanparast said Monday the two-day NAM summit would be a good opportunity for Iran's proposal on the Syrian issue to be discussed.

The plan will include peaceful ways to settle the Syrian issue, preventing foreign interference, stopping violence and weapons inflow and working within the framework of (former joint UN-Arab League envoy) Kofi Annan's peace plan, Mehmanparast said.

Iran hopes that with the presence of Mr. al-Akhdar al-Ibrahimi as the new UN envoy to Syria, practical measures to establish peace will be taken and the ground will be prepared for the talks between the opposition and the Syrian government, he added.

Asked whether the NAM meeting can help resolve Iran's nuclear issue, the Iranian spokesman said NAM has always supported the use of nuclear energy for peaceful purposes. "They will again back the right of all independent states to enjoy the nuclear know-how for peaceful purposes," he added.

On Egyptian President Mohamed Morsi's participation in the upcoming NAM summit, Mehmanparast said the presence of Egypt will be very "effective" in the summit.

Morsi will arrive in Tehran later this week to hand over the rotating NAM presidency to Iran and will meet with Iranian officials.

"Naturally, such meetings and sharing views and negotiations between the high-ranking officials (of the two countries) will help the development of the political relations," Mehmanparast said.

Egypt and Iran do not have full diplomatic relations since Iran's 1979 Islamic Revolution, when Iran cut ties after Cairo gave asylum to the deposed Iranian Shah and made peace with Israel.

Mehmanparast said Tehran and Cairo will continue talks to work out a plan to resolve the crisis in Syria.

The Iranian Foreign Ministry spokesman told Xinhua that the NAM meeting being held in Tehran is significant under current circumstances. The ongoing European debt crisis, economic woes and movements requiring justice in Western countries indicate there are needs for changes in international organizations and their mechanisms. Therefore the role of the NAM to reestablish peace and security is further highlighted, he added.

The two-day senior officials' meeting of the NAM concluded Monday. It will be followed by the ministerial-level meeting on Aug. 28-29, and the summit on Aug. 30-31.
